ICGMP is proudly led by Dr. Uduak M. Inokon, Pharm.D., M.A., RPh — a nationally recognized authority in pharmaceutical regulatory affairs, an esteemed educator, and a retired Captain of the U.S. Public Health Service. With over 20 years of distinguished service in pharmaceutical quality systems, GMP compliance, and FDA regulatory enforcement, Dr. Inokon stands among the nation’s foremost experts in federal oversight and inspection strategy.
Throughout her career at the U.S. Food and Drug Administration (FDA), Dr. Inokon held pivotal leadership positions in both the Office of Inspections and Investigations (OII), formerly the Office of Regulatory Affairs (ORA), and the Center for Drug Evaluation and Research (CDER). She played a key role in shaping and executing regulatory strategies on a global scale — conducting complex international inspections, directing high-impact compliance initiatives, and mentoring future regulatory leaders.
Her contributions include serving as Executive Chair of an organization dedicated to advancing professional development and creating opportunities for women in the federal workplace, while also addressing the personal and systemic challenges they face. She has championed innovation within the FDA by leading the development and implementation of forward-thinking regulatory frameworks and actively contributing to pilot programs aimed at enhancing the agency’s agility, efficiency, and overall impact.
Dr. Inokon’s unique cross-functional perspective, combined with her hands-on leadership, has shaped policy, influenced culture, and left a lasting legacy on the FDA’s regulatory approach.

Leadership in the Commissioned Corps
Dr. Inokon’s career is a testament to the power of service, resilience, and a steadfast commitment to public health. From emergency response efforts during Hurricane Katrina to frontline leadership during the COVID-19 pandemic, she has answered the call to serve with integrity and purpose. Her work has spanned high-stakes FDA enforcement actions, complex regulatory decision-making, and, perhaps most meaningfully, the mentorship and training of the next generation of FDA investigators.
During the height of the COVID-19 crisis, Dr. Inokon participated in a critical deployment in Jamaica, NY, helping deliver over 200,000 life-saving vaccinations to vulnerable communities. Her leadership in that moment went beyond regulatory expertise — it reflected a deep understanding that public trust, compassion, and equitable access are essential pillars of effective public health.
At every step, she has remained driven by a core belief: regulatory excellence is not just about compliance — it’s about protecting people, empowering professionals, and ensuring that those who carry the torch next are prepared to lead with both skill and heart.
